Slicing the Cheese Block

A fromager wants to divide a cubic block of cheese, $3$ inches on each edge, into $27$ perfect one-inch cubes. Keeping the block intact and slicing straight through, six planar cuts clearly suffice (two per axis). She wonders: if she's allowed to restack the pieces however she likes between cuts, can she finish in fewer than six cuts?
