Whoever Says Fifty Wins

Two colleagues pass time with a counting duel. The opener names any whole number from $1$ to $10$; thereafter the players alternate, each raising the running total by anywhere from $1$ to $10$. Whoever brings the total to exactly $50$ wins. Offered the choice, do you move first or second — and what is the winning line of play?
